According to the ministry, the fish ladder was constructed with support from the Australian Centre for International Agricultural Research (ACIAR) in partnership with Charles Sturt University of Australia through a fisheries technology project.
The structure is intended to reduce the negative impacts of hydraulic infrastructure on river ecosystems.
