GDT-Customs Joint Task Force Sets 2026 Action Plan on Cigarette Tax Stamp Compliance

Background

On 24 February 2026, the General Department of Taxation held a meeting at its Bayon Hall to review the 2025 work results and set implementation directions for 2026 for the joint working group established to inspect compliance with cigarette tax stamp obligations. The meeting involved the General Department of Taxation and the General Department of Customs and Excise of Cambodia.

The meeting was co-chaired by senior officials from both institutions and attended by deputy heads, heads and deputy heads of the five sub-groups, and other members of the joint tax stamp working group.

Scope of Application

The meeting concerned the obligation to affix tax stamps to cigarette products and the coordination mechanisms between tax and customs authorities in monitoring compliance. The stated scope covered education and guidance on cigarette tax stamp obligations, as well as action against the sale or distribution of cigarette products that do not bear proper tax stamps.

According to the meeting outcome, the joint tax stamp working group adopted its 2026 action plan. The plan provides for continued outreach, education, and guidance regarding the obligation to affix tax stamps to cigarettes.

The working group also decided to continue measures targeting the sale or distribution of illegal cigarette products described as products without properly affixed tax stamps.
