Background
The General Department of Customs and Excise (GDCE) deploys customs equipment and manages customs units at international airports, seaports and key land border checkpoints in Cambodia. GDCE uses 15 NUCTECH container scanners across its customs units.
GDCE’s 2024–2028 Customs Reform and Modernization Strategy and the 2025–2029 Information and Communications Technology strategy set priorities for adopting inspection and control technologies in customs operations. The department also operates an Electronic Cargo Tracking System (ECTS) and a consolidated scanner-image collection system to support risk-based inspections and cargo monitoring.
Key Developments
From 27 to 31 July 2026, a GDCE delegation led by the Director General visited NUCTECH Company Limited in Jiangsu province, People’s Republic of China, to review smart scanning and inspection technologies. The delegation met with Yang Bo, General Manager of NUCTECH, and inspected production and installation facilities to better understand manufacturing processes and equipment deployment workflows.
Operational Implications
During discussions, the GDCE identified five technology areas of interest for customs operations: (1) mobile and latest-generation X-ray container and cargo scanners; (2) drug and explosive detection analytic equipment; (3) artificial intelligence-assisted image analysis for scanner output; (4) smart gate entry-control systems; and (5) integrated smart customs platforms. GDCE and NUCTECH have maintained cooperation since 2003, and the department currently employs NUCTECH equipment alongside its ECTS and image aggregation systems.
