The meeting included senior officials, technical officers from regulators and units under the FSA, AMRO representatives, and expert consultants, with 33 participants in total.

The technical assistance had supported the FSA General Secretariat since 2025, with the FinTech Center serving as the digital transformation unit responsible for implementation. The work focused on the development of the FinTech regulatory ecosystem in Cambodia’s non-bank financial services sector.

The project produced five stated deliverables: an initial assessment and current state report on FinTech policy and regulations; a FinTech policy recommendations report; a FinTech risk assessment report; a regulatory risk review and recommendations report; and advice on setting up and operating a FinTech regulatory sandbox.
