Senate advances draft Law on Combatting Technology-Based Fraud and proposed amendments to Senate election law

MPWT participates in technical review of draft sub-decree on use of road right-of-way land

The Ministry of Public Works and Transport joined an inter-institutional technical meeting to review and revise a draft sub-decree on managing the use of road right-of-way land across the road network. The meeting agreed on edits to structure and wording, tasked the lead ministries to revise accordingly, and set next steps to submit the refined draft to a narrow inter-ministerial meeting with relevant ministries and selected provincial/municipal representatives. Civil Registration System (CRS) launched in 15 sangkats in Phnom Penh under Interior Ministry Prakas No. 3068

The General Department of Identification, in cooperation with Phnom Penh Capital Administration, launched an electronic Civil Registration System (CRS) in 15 sangkats across Por Sen Chey and Chbar Ampov, pursuant to Ministry of Interior Prakas No. 3068 dated 25 March 2026 on electronic civil registration. The CRS is described as interoperable with the digital health data system (NCOD) to support timely birth and death notifications, and will be assessed before planned citywide rollout across Phnom Penh sangkats in Q3 2026. Immigration authority disseminates Interior Ministry Prakas No. 12644 on registration/recognition procedures for children of immigrant foreigners

The General Department of Immigration reported conducting outreach sessions to disseminate Ministry of Interior Prakas No. 12644 on the forms and procedures for (i) adding newborn children of immigrant foreigners into annex registers and (ii) applying for recognition of children aged 18+ listed in a parent’s annex register as immigrant foreigners. Immigration authority reports deportation of 1,528 illegal foreign nationals, including online-scam-related cases

The General Department of Immigration reported deporting 1,528 foreign nationals of 23 nationalities from 24–31 March 2026. It stated that 327 Chinese nationals were deported in connection with online scam cases, and that others were deported for offenses cited as illegal border crossing, document fraud, lack of travel documents, extortion, forged visas (including forged QR codes), online fraud, and illegal work. Interior Ministry announces extradition of Chinese national LI XIONG; nationality revocation cited

The Ministry of Interior announced the arrest and transfer of Chinese national LI XIONG to the People’s Republic of China in the context of joint cooperation against technology-based fraud (online scams), following a request from Chinese competent authorities. Environment Ministry reports blocking over 26 million m³ of wastewater pollution since 2025; automated monitoring deployment status updated

The Ministry of Environment reported preventing more than 26 million cubic meters of wastewater from polluting natural water sources since 2025, including more than 6.39 million m³ during January–March 2026. It also stated that factories and high-risk enterprises are required to install automated wastewater monitoring and data transmission systems, and that 57 sites had installed automatic water quality monitoring equipment out of 68 sites with signed agreements as of March 2026. Environment Ministry investigates reported fish deaths in Prek Tnaot stream and reports initial water quality readings

The Ministry of Environment reported follow-up inspections along Prek Tnaot stream after reports of fish deaths, including checks on three companies discharging treated wastewater and initial testing of pH and dissolved oxygen at multiple points. The Ministry stated that measured pH values at the factories were within an “acceptable” range (6.5–8.5) and that, at the inspected upstream segment, conditions were assessed as normal at the time of the initial evaluation; it also instructed continued monitoring and follow-up inspections in additional areas.
