Cambodia Financial Regulation: AML/CFT & CPF Progress and FATF Engagement

Background

On 7 July 2026 the Accounting and Auditing Regulator, with permission from Director General H.E. Bou Tharin, convened a ministerial-level meeting to review the status of Cambodia’s anti–money laundering, counter-financing of terrorism and counter-proliferation financing (AML/CFT & CPF) work. The meeting was chaired by H.E. Ros Seilava, Secretary of State at the Ministry of Economy and Finance and Vice Chairman of the Non-Bank Financial Services Authority Council, and attended by senior officials including Mr. Lim Chanrathanak, Deputy Head of Inspection 1.

The Financial Action Task Force (FATF) is an intergovernmental body that sets international standards to combat money laundering and terrorist financing. Cambodia is preparing a national strategy and an evaluation report for 2028–2029 on measures to counter money laundering, terrorist financing, and financing of proliferation.

Key Developments

The meeting’s agenda focused on two items: the results of the FATF 2nd Annual General Assembly of 2026, and a review of Cambodia’s progress on AML/CFT & CPF measures and engagement with the FATF working group. Participants included senior leaders from units under the Ministry of Economy and Finance and representatives of the Non-Bank Financial Services Authority (FSA).

Institutional Role

The Accounting and Auditing Regulator acted as the convening agency for the review, while the Ministry of Economy and Finance and the FSA provided policy and oversight representation. A designated working group is responsible for preparing the national strategy and compiling the documentation needed for the 2028–2029 evaluation process.

Implications for Compliance

The review meeting served as an interagency checkpoint to assess implementation status against international AML/CFT & CPF standards and to coordinate next steps for strategy preparation and evaluation readiness. Records of such interagency reviews form part of the institutional trajectory used to track Cambodia’s compliance planning and FATF engagement timelines.
