Background
The Accounting and Auditing Regulator (ACAR) is the government agency responsible for overseeing the accounting and auditing profession in Cambodia. The regulator develops policies, coordinates professional oversight, and supports implementation of sector standards.
The Cambodia Accounting and Auditing Sector Development Strategy 2025–2035 sets strategic targets to establish a strong, transparent, and reliable accounting and auditing system. The Compliance Enhancement Project was designed to operationalize elements of that strategy by strengthening practical compliance capacity among financial managers, accountants and audit practitioners.

On 10 June 2026 ACAR held the first meeting of the Compliance Enhancement Project task force, chaired by Director General Bou Tharin and attended by department management and the project team. The meeting introduced the task-force composition and outlined a set of tasks for immediate implementation alongside additional activities planned for subsequent phases.
