Background
The Non-Bank Financial Services Authority (FSA) coordinates oversight and policy support for non-bank financial institutions such as microfinance institutions, payment service providers, and leasing companies in Cambodia. A digital transformation strategic plan establishes phased actions, governance arrangements, and technical requirements to guide technology adoption across a financial sector.
Development of a sector-level strategic plan for 2026–2030 is being led through an inter-agency working group that reviews draft objectives, implementation timelines, and institutional responsibilities. Key Developments
On 5 June 2026 the FSA hosted the second meeting of the Working Group for Promoting Digital Transformation in the Non-Bank Financial Sector to review the “Draft of Digital Transformation Strategic Plan in the Non-Bank Financial Sector 2026–2030.” ACAR was represented at the meeting by Mr. Chiv Hor, Deputy Director of the General Affairs Department, and technical officials, with high permission from H.E. Bou Tharin, Director General of ACAR.
The meeting was presided over by H.E. Mey Vann, Secretary of State at the Ministry of Economy and Finance and Secretary General of the General Secretariat of the FSA, with participation from leaders and representatives of subordinate units under the FSA.
Institutional Role
The working group mechanism brings together FSA leadership, ministry-level officials, and technical stakeholders to coordinate the drafting and review of sector-wide policy instruments. ACAR’s participation reflects the regulator’s role in contributing accounting, auditing, and governance expertise to digitalisation planning for non-bank finance.

The draft plan under review covers the period 2026–2030 and is positioned as a guiding document for coordinated digital initiatives across non-bank financial institutions and supervising agencies.
