Cambodia Trust Regulation: Trustee Reporting, Notification and Approval Obligations

Background

The Trust Regulator (TR) is responsible for registering public trusts and overseeing trustees’ compliance with legal reporting and approval requirements.

On 30 June 2026, the Trust Regulator delivered training for trustees of registered public trusts on obligations to report, notify, and request approvals. Under the Law on Trust and implementing regulations, trustees of registered public trusts are subject to formal duties that require reporting to the regulator, notifying material changes, and requesting approvals when specified by statute or regulation.

Scope of Application

The obligations addressed apply to trustees and authorised representatives of public trusts that are registered with the Trust Regulator in Cambodia. The TR’s administrative remit covers statutory reporting, notification procedures and approval requests tied to the governance of those registered public trusts.

The training focused on three clustered duties for trustees: providing required reports to the regulator, submitting notifications of material events or changes, and requesting regulatory approvals where the trust framework requires prior consent. The programme took place at the TR office on 30 June 2026 with permission from H.E. Sok Dara and was led by Mr. Rin Ratha, Director of the Trust Registration Department.
