Cambodia Currency Policy: National Committee Framework to Promote Riel Use and Riel-Denominated Government Finance

Background

An Ad Hoc Working Group has been mandated to prepare the establishment of the Royal Government’s National Committee for Promoting the Use of the Riel.

The group’s responsibilities include preparing a draft policy on the riel, promoting the issuance of government securities denominated in riel, and reviewing fiscal operations conducted in riel.

Representatives from the Ministry of Economy and Finance, the Non-Bank Financial Services Authority, the National Bank of Cambodia and the Trust Regulator attended the working group meeting that convened to review progress on those items.

The working group met on 29 June 2026 at the National Bank of Cambodia’s Sen Sok Building to coordinate preparatory steps for the proposed national committee.

Scope of Application

The preparatory work covers policy drafting and coordination at the government level on currency usage, including the promotion of riel-denominated government securities and the conduct of fiscal operations in riel. The Ad Hoc Working Group and the proposed National Committee are focused on inter-agency mechanisms rather than market-level enforcement instruments.

Key Provisions or Decisions

  • Reviewed progress of the Inter-Ministerial Committee on Promoting the Use of the Riel.
  • Discussed preparation of a draft policy document on the riel.
  • Addressed measures to promote issuance of government securities denominated in riel.
  • Considered aspects of the Royal Government’s fiscal operations conducted in riel.

Implications for Investors, Businesses, or Compliance

The working group’s agenda—policy drafting, promotion of riel-denominated government securities, and review of fiscal operations in riel—is directly relevant to institutions that participate in government finance and domestic currency markets, including banks and non-bank financial institutions. Market participants and compliance officers should monitor the group’s outputs for any formal policy instruments or administrative guidance that would alter practices for issuance, custody or settlement of government securities in riel.
