Background
On 19 March 2026, the leadership and officials of the General Secretariat of the National Assembly convened a roundtable discussion at the National Assembly building with the participation of around 200 officials. The discussion examined research findings on the role of grassroots-level legislative units in promoting full democratic processes, with the aim of improving the effectiveness of work at the National Assembly offices in the capital and provinces throughout Cambodia.
The roundtable was led by Dr. Cheang Vannarith, Deputy Secretary General and Chair of the National Assembly Advisory Group, and Kuon Davit, Deputy Secretary General of the National Assembly, with participation from technical officials from related units of the General Secretariat.

The discussion and related research focus on the operational work of the National Assembly’s capital and provincial offices and the support services they provide to Members of Parliament and citizens. It addresses internal governance arrangements, the functioning of legislative units at the local level, and mechanisms for connecting citizens with the National Assembly.

- Arrangements for intermediary governance systems;

The research presented at the roundtable compared experience gained from a study visit to Shanghai, China, with field data collected from studies conducted in Kep and Kampot provinces.
Dr. Cheang Vannarith stated that this research project is a result of the official visit to China in 2024 by Khuon Sudary, President of the National Assembly, and is financially supported by the National People’s Congress of China through the Embassy of China to Cambodia. He emphasized the need to strengthen the capacity of officials at the National Assembly’s capital and provincial offices so they can better understand their roles and responsibilities as a strong bridge between citizens and the National Assembly.
Kuon Davit underlined that the National Assembly gives high priority to the development of human resources and infrastructure at the capital and provincial offices to ensure that services provided to Members of Parliament and citizens are efficient and timely. This is aligned with the vision of moving towards a “digital National Assembly” under the leadership of National Assembly President Khuon Sudary.
