Cambodia Irrigation Infrastructure: MOWRAM Plans Rehabilitation of Rural Reservoirs in Banteay Meanchey

Background

The Ministry of Water Resources and Meteorology (MOWRAM) is responsible for planning and managing irrigation storage facilities and associated drainage systems across Cambodia’s provinces.

On 16 August 2026, Secretary of State Chan Yuttha led a MOWRAM technical team to inspect three reservoirs—Ta Chay Dam (ទំនប់តាឆាយ), Kroude reservoir (អាងទឹកគ្រុឌ), and a Stueng reservoir (អាងទឹកស្ទឹង)—located in Svay Chek and Thma Puok districts of Banteay Meanchey province.

The on-site inspections were conducted to prepare phased improvement and rehabilitation plans for selected water-storage structures, with an objective to integrate the inspected sites into a broader programme that targets a total of ten reservoirs and the completion of associated irrigation distribution systems to support local agricultural production and daily household water use.

Key Developments

MOWRAM’s technical team carried out field assessments at three specific water-storage sites in Banteay Meanchey province, with participation from the provincial Department of Water Resources and local authorities. The visits included condition checks and coordination meetings to scope initial rehabilitation measures.

Institutional Role

MOWRAM coordinates reservoir rehabilitation planning with provincial departments and local administrations to align site-level repairs with broader irrigation network objectives. The inspections were conducted under the authority of MOWRAM as part of its mandate to restore and manage rural water infrastructure.

Operational Implications

Planned rehabilitation and system completion aim to increase reliability of irrigation water delivery for cropping cycles and to secure day-to-day water access for nearby communities. Phased upgrades of storage and conveyance infrastructure are intended to prioritize sites where immediate structural or operational improvements can raise service effectiveness.
