Cambodia Tourism Policy: CLMV Adopts 2026–2028 Joint Action Plan to Strengthen Regional Connectivity

Background

The CLMV Tourism Ministers’ Meeting is the ministerial-level forum for tourism cooperation among Cambodia, Lao PDR, Myanmar and Viet Nam that coordinates regional destination promotion, cross-border travel facilitation, and capacity-building initiatives for tourism officials and stakeholders. The meeting serves as an institutional mechanism to align national tourism programmes and encourage private-sector and community participation in shared tourism development goals.

The 8th CLMV Tourism Ministers’ Meeting took place in Ho Chi Minh City on 27 August 2026 and adopted the CLMV Tourism Cooperation Joint Action Plan 2026–2028 together with a Joint Statement. The meeting record shows that the Cambodian delegation was led by H.E. Huot Hak, Minister of Tourism, and that the ministers took note of the report from the 8th Senior Tourism Officials’ Meeting.

Key Developments

Ministers formally endorsed a three-year Joint Action Plan aimed at coordinating marketing of joint tourism destinations, facilitating travel and border connectivity, strengthening capacity building for tourism officials, and expanding partnerships with international development organisations. The joint text emphasizes increased private-sector engagement and community participation as part of implementing the plan across the four CLMV countries.

Institutional Role

The Ministry of Tourism of Cambodia led a high-level delegation to the 20th International Travel Expo Ho Chi Minh City (ITE HCMC 2026) and represented Cambodia at the ministerial meeting. Senior tourism officials from each CLMV member state prepared a technical report that ministers noted before adopting the action plan, reflecting a two-tier governance process of officials’ meetings followed by ministerial endorsement.

Operational Implications

The Joint Action Plan defines priority areas for operational coordination, including joint destination promotion, travel facilitation measures, targeted capacity-building programmes for officials, and mechanisms to increase private-sector and community involvement. Adoption of the plan supplies a common policy framework that participating ministries and sector stakeholders can reference when planning bilateral or multilateral tourism initiatives.
