Background
The Ministry of Tourism is the government agency responsible for developing national tourism policy, standards, and promotional programs in Cambodia. National tourism standards provide practical guidance for destination development, business-level service requirements, and quality assurance mechanisms aimed at international market segments, including Muslim travelers.
On 10 July 2026 the Ministry of Tourism officially launched the Cambodia Muslim-Friendly Tourism Standards Handbook as a national reference for developing Muslim-friendly destinations, tourism businesses, and hospitality services. The launch took place during the Cambodia Muslim Tourism Forum and Expo 2026 in Phnom Penh, the third edition following 2024 and 2025 events.
Key Developments
The three-day forum and expo ran from 10–12 July 2026 and included panel discussions and an exhibition with approximately 150 booths. The event convened 513 participants, including ambassadors, senior ministry officials, sub-national administrators, representatives of the Muslim community, tourism associations, airlines, transport companies, private-sector firms, media organisations, content creators, and national and international guests.
The Ministry organised familiarisation trips (fam trips) for Muslim tourism business delegates from Malaysia, Indonesia and Singapore to visit key Cambodian destinations and assess opportunities for developing travel packages tailored to Muslim travellers.
Policy Context
The handbook is presented by the Ministry as a national reference document to support the development of Muslim-friendly tourism products and service standards in line with international market trends. The forum was framed by three stated objectives: welcoming visitors of all nationalities to Cambodia as a safe and trusted destination; showcasing diverse tourism products and promoting standards-based services; and strengthening readiness to provide Muslim-friendly hospitality that meets market demand.
Market Impact
By consolidating guidance into a single handbook, the Ministry provides a common reference for tourism businesses and destination managers seeking to design services for Muslim travellers. The multi-day forum and exhibition also function as a platform for industry networking, product promotion, and familiarisation activities aimed at regional travel trade partners.
