Cambodia Tourism Policy: Green Season Campaign and Temporary Visa Exemption for Chinese Visitors

Background

The Ministry of Tourism coordinates national tourism promotion and partnership activities across government ministries, sub-national administrations, private-sector partners, and diplomatic missions to manage visitor flows and implement seasonal marketing campaigns. A pilot visa exemption effective 15 June–15 October 2026 allows holders of People’s Republic of China passports, including Mainland China, Hong Kong SAR and Macao SAR (excluding Taiwan), to enter Cambodia visa-free for stays of up to 14 days with multiple entries after completing the Cambodia e-Arrival Card. The Green Season campaign (May–October) pursues three objectives: raising Cambodia’s international attractiveness, stimulating domestic tourism, and redistributing visitor flows across the year.

On 26 June 2026 H.E. Huot Hak, Minister of Tourism, received H.E. Dr. Chhorn Sopheap, Secretary of State at the Ministry of Economy and Finance and Chair of the National Stadium Board, to discuss strengthened operational cooperation. The meeting focused on mobilising the National Stadium and its event calendar to support the Visit Cambodia in the Green Season campaign and on coordinating promotional packages with hotels, restaurants and transport operators.

The Minister reiterated that the Green Season label requires clear strategic planning, implementation mandates, and monitoring-and-evaluation arrangements rather than mere rebranding. The Ministry invited the National Stadium Board to organise excursions and events during May–October and to participate in sector-wide discounts and promotional initiatives targeted at domestic and international visitors.

Institutional Role

The National Stadium functions as a national event and venue management authority and can act as a platform for large-scale tourism promotion through hosted events and coordinated visitor itineraries. The Ministry of Tourism acts as the lead coordinator for cross-sector partnerships that link venue owners, sub-national administrations and private-sector service providers into campaign activities and special-rate offerings.

Market Impact

The Ministry reported that the tourism sector accounted for approximately 9.8% of Cambodia’s GDP in 2025, underscoring the sector’s economic role. The pilot visa exemption and coordinated Green Season promotions are presented as measures to increase arrivals from PRC passport holders and to expand seasonal occupancy and visitor spending via package discounts arranged with private partners.
