Background
The Ministry of Post and Telecommunications delivered a targeted training module on 24 June 2026 to support the establishment and operation of computer security incident response teams (CSIRTs) within public institutions. The module was presented as part of a national cybersecurity resilience project supported by the Government of Japan and implemented with technical cooperation through the Japan International Cooperation Agency (JICA).
Approximately 45 government officials and technical security staff from 22 public-sector institutions participated in the third CSIRT training module on formation and incident response. Course content included definition of CSIRT roles and responsibilities, development of standard operating procedures (SOPs), and phased incident response processes aimed at improving institutional capacity to manage cyber incidents.

The Ministry of Post and Telecommunications serves as a coordinating agency for telecommunications and digital policy in Cambodia and led the training initiative to extend cybersecurity capability across ministries and state agencies. The program engaged technical staff from key information infrastructure operators and educational institutions to promote interoperable incident response practices across the public sector.
