The Ministry of Land Management, Urban Planning and Construction has implemented a new format for property ownership certificates. As of January 2026, the system is operational in 13 departments of the Ministry of Land Management, Urban Planning and Construction across various provinces, including Kep, Oddar Meanchey, Pailin, Kratie, Ratanakiri, Kampong Cham, Tbong Khmum, Kampong Thom, Siem Reap, Phnom Penh, Koh Kong, Preah Sihanouk, and Banteay Meanchey. Over 86,000 property ownership certificates containing QR Codes linked to verify.gov.kh have been issued.
