Cambodia Land Registration Policy: MLMUPC Accelerates Final Titling and Public Land Services

Background

The Ministry of Land Management, Urban Planning and Construction (MLMUPC) coordinates national land registration and cadastral mapping activities that underpin property rights and land administration in Cambodia. Final land registration records individual land parcels with cadastral boundaries and formal legal status within the national land administration system.

An inter-ministerial effort brings provincial administrations together with line ministries to resolve unclear ownership and to classify land for public-service planning. The Khmer-language announcement describes a process of updating datasets at the village level and mapping parcel boundaries using geospatial imagery as part of the final-registration drive.

Institutional Role

The meeting brought MLMUPC together with the Ministry of Interior, the Ministry of Cults and Religions, the Ministry of Culture and Fine Arts and subnational administrations to align on implementation principles. The Directorate responsible for public land services (suryodai) is tasked with coordinating cadastral updates and service delivery to citizens under the agreed approach.

Key Developments

On 2 July 2026, an inter-ministerial meeting chaired by Deputy Prime Minister Say Samal agreed common principles to accelerate completion of final land registration and to expand public land services to citizens. Attendees committed to a village-by-village data update and to clearer classification of land types to reduce disputes and uncertainty in land holding records.

Operational Implications

The plan described three categorical land classifications to be recorded in updated datasets: “red” zones for agricultural, environmental, water-resource or heritage-protected areas; “green” zones denoting established villages; and “yellow” zones for occupied parcels currently awaiting government decision. Provincial governors were asked to participate in applying the classifications and to support completion of cadastral mapping and parcel-level registration activities.
