Cambodia Food System Policy: National Monitoring Framework for Nutrition Reporting

Background

On 30 June 2026 in Phnom Penh, the Ministry of Health hosted a validation workshop that reviewed a proposed monitoring indicators framework for Cambodia’s food system. The workshop represented the final stage of a technical consultation process and brought together senior leaders and technical working groups from relevant ministries, institutions, development partners, academia and civil society.

The proposed monitoring framework was prepared with inputs from the Council for the Restoration and Development of the Agricultural and Rural Sector and international partners including GAIN and GIZ, and it sets out indicator areas alongside roles for data production, reporting, analysis and use. Workshop objectives included validating indicator sets, aligning the framework with national priorities and ministry reporting needs, clarifying institutional responsibilities for data collection and analysis, and identifying steps to develop an information dashboard and policy communication materials.

Institutional Role

Participants comprised a mixed technical working group on food security and nutrition, senior ministry leadership, technical staff from relevant government agencies and representatives of development partners, research institutions and civil society. Stakeholder involvement was framed to ensure the framework reflects inputs across sectors and to define coordination tasks for data generation, interagency reporting and technical review.

Operational Implications

Approval of the validated indicators would guide future work on data collection protocols, reporting templates and analytic workflows that support planning, budgeting and policy review. The workshop also identified the need to sequence activities for dashboard development, dissemination of policy-facing materials and establishment of institutional arrangements for sustained monitoring and periodic review.
