Background
The Council for the Development of Cambodia (CDC) convened a sector consultation on 29 May 2026 to review the draft Indicative Cooperation Programme (ICP) between the Royal Government of Cambodia and the Grand Duchy of Luxembourg for the period 2027–2033. An Indicative Cooperation Programme (ICP) between Cambodia and Luxembourg defines priority sectors, geographic focus, and a multi-year timeframe to guide bilateral development cooperation.
The draft ICP identifies health, technical and vocational education and training (TVET), and rural development as the three priority sectors and names Phnom Penh, Stung Treng, and Ratanakiri as geographic focus areas for 2027–2033. The Ministry of Health participated in the consultation and highlighted primary health care, maternal and child health, human resources for health, safe blood transfusion services, and medical infrastructure as specific health areas of interest, particularly for Stung Treng and Ratanakiri provinces.

The consultation was held under CDC auspices and brought together representatives from the Ministry of Health, other relevant ministries and institutions, and development partners, with Thomas Lammar serving as Chargé d’Affaires for Luxembourg to Cambodia and Laos. Participants reviewed the ICP draft’s strategic directions, expected results, and proposed coordination mechanisms with the objective of aligning the programme with national sector strategies.
Institutional Role
The CDC functions as the principal forum for aligning external cooperation with Cambodia’s national development priorities and sector plans. During the session, ministries and institutions provided technical comments intended to refine sectoral objectives and strengthen coordination between line ministries and external partners for the ICP period.
Operational Implications
By designating health as a priority sector in the ICP, the draft directs attention to strengthening primary health care services, maternal and child health programs, health workforce development, and safe blood services in targeted provinces. The meeting concluded with an agreement to further revise the draft ICP to incorporate stakeholder feedback and to reinforce monitoring and evaluation arrangements to support effective implementation over 2027–2033.
