Cambodia Water Regulation: Ministry of Environment Enforces Industrial Wastewater Controls

Background

Enforcement of industrial wastewater controls in Cambodia is vested in the Ministry of Environment under national pollution-prevention law. From January to June 2026 the ministry prevented more than 12,890,445 cubic metres of industrial wastewater from entering natural water sources.

Specialised ministry teams collect continuous discharge data from 64 factory and enterprise sites equipped with automated water-quality sensors that transmit readings directly to the ministry. Since 2025 the ministry has reported an aggregate prevention of roughly 33 million cubic metres of industrial wastewater from entering public water sources.

Scope of Application

The measures apply to industrial facilities, factories and enterprises discharging liquid waste into natural water bodies and public water sources. Participating sites include 64 locations that are monitored through automated sensors and regular technical follow-up by ministry teams.

Key Provisions or Decisions

During the first half of 2026 (January–June) the Ministry of Environment reported the prevention of wastewater discharges totalling 12,890,445 cubic metres from factories and enterprises. The ministry implemented these measures under Cambodia’s legal framework for preventing environmental pollution and protecting public health, using monitoring data to identify prohibited discharges and require corrective action.

Implications for Investors, Businesses, or Compliance

Businesses operating industrial facilities are subject to discharge controls and are expected to support continuous monitoring arrangements where required by the ministry. Facilities that participate in the monitoring programme have installed automated water-quality sensors capable of transmitting data to the ministry, which creates an operational requirement for firms to maintain sensor systems and data links for regulatory review.
