Cambodia Immigration Enforcement: GDI Deportation of 494 Irregular Foreigners

Background

The General Department of Immigration executed the deportation of 494 irregular foreign nationals from Cambodia between 21 and 30 September 2026. Those removed represented 28 nationalities, including 23 Vietnamese nationals identified in investigations linked to online scams.

Deportation operations combined investigative work with formal removal procedures and were implemented using special flights and processing through international border police posts. The operational sequence involved identification by investigative units, application of legal removal procedures, and coordination with border police and aviation authorities.

Key Developments

GDI reported that the 494 individuals included 52 women and nationals from 28 countries. Authorities identified a range of alleged offences among those removed, including online fraud schemes, illegal border crossings, document forgery, overstaying, extortion, use of counterfeit QR codes, drug-related offences, and unauthorised employment.

Operations explicitly targeted networks and locations connected to technology-enabled fraud while also addressing routine immigration violations discovered at checkpoints and during investigations.

Institutional Role

The General Department of Immigration led investigative and removal activities under direction from senior Interior Ministry leadership and coordinated with border police units. GDI investigative teams carried out case identification, evidence collection, and the procedural steps required to effectuate removal orders under Cambodia’s immigration framework.

Operational Implications

Removals were executed via special flights and at international border police posts, demonstrating use of both aviation and land-border procedures in Cambodia’s deportation processes. Individuals without valid travel documents, those subject to criminal investigations, and those found to be staying illegally were processed through those operational channels.
