Cambodia Crime Enforcement Policy: Police Operations Against Juvenile Gangs and Illegal Gambling

Background

Cambodia’s criminal law and public-order enforcement framework authorizes national and provincial police units to carry out operations targeting juvenile gangs and illegal gambling under Ministry of Interior oversight.

The Cambodian gambling suppression law prescribes penalties that include fines or imprisonment from one day to one month for players, and imprisonment from one to five years with fines of 5 million to 20 million riel for organizers.

The Ministry of Interior coordinates enforcement through provincial police commands and refers suspects to the courts under established prosecutorial procedures. Enforcement actions may be brought under multiple criminal provisions, including intentional violence and intentional property damage, each carrying specified custodial terms and fines depending on the offense.

Scope of Application

The reported operations covered urban and rural jurisdictions across Phnom Penh and at least 14 provinces, including Kandal, Kampong Speu, Takeo, Preah Sihanouk, Kratie, Ratanakiri, Oddar Meanchey, Siem Reap, Pailin, Tbong Khmum, Kampot, Kampong Cham and Svay Rieng. The enforcement activity applied to suspected participants in juvenile gang activity and persons involved in unlawful gambling operations.

Ministry figures state that enforcement teams detained a total of 413 suspects in August 2026 and referred 399 individuals to the courts. Within the reported cases, authorities identified 81 incidents described as juvenile gang cases, resulting in 364 detentions and court referrals; 22 incidents related to illegal gambling led to 49 detentions, of which 35 were sent to court and 14 received educational guidance with signed agreements to cease activities.
