National Assembly committee begins detailed review of draft law on combating technology-enabled fraud
The National Assembly’s Legislation and Justice Commission began an internal review of the “Draft Law on Combating Technology Fraud.” The draft reportedly contains 5 chapters and 24 articles, and introduces five new criminal offences, including (i) technology-enabled fraud, (ii) organizing/leading a technology-fraud center, (iii) recruiting/training persons to commit fraud, (iv) collecting identity/personal information with malicious intent, and (v) a special form of money laundering offence related to fraud. The draft was approved by the Council of Ministers on 13 March 2026 and was assigned on 19 March 2026 for commission-level study in coordination with another commission. (National Assembly · link)
Securities regulator adopts guideline on sustainability-linked bond offerings

Immigration authority reports deportation of 1,556 foreign nationals for immigration and crime-related violations
The General Department of Immigration reported the deportation of 1,556 foreign nationals (278 women) of 21 nationalities during 16–19 March 2026. The authority stated that 776 Vietnamese nationals (183 women) were deported in connection with online scam cases, with removals conducted via identified border checkpoints, and that other cases involved illegal entry, overstaying/absence of travel documents, use of falsified visas (including falsified QR codes), online scams, and illegal work. Post and Telecommunications Ministry concludes cross-ministry digital government cybersecurity awareness workshop

The workshop focused on digital literacy and government readiness, awareness of AI and deepfake threats, protection of government information in the digital era, and cyber hygiene practices; it also highlighted risks such as AI-powered phishing and the need for legal instruments and expanded cybersecurity expertise. National Minimum Wage Council agrees temporary US$2.50/month travel allowance for garment and related workers
The Ministry of Labour and Vocational Training reported that an emergency meeting of the National Minimum Wage Council agreed to provide a temporary travel allowance of US$2.50 per month to workers in textiles, garment, footwear, travel goods, and bag sectors. The allowance will apply from 1 April 2026, in addition to existing travel and accommodation support provided by enterprises, and will remain in place until global fuel prices return to normal. Environment Ministry reviews full EIA for Funan Techo Canal (Phase 2) project
The Ministry of Environment convened an inter-ministerial meeting to review and provide technical comments on the full environmental impact assessment (EIA) report for the construction and operation of the Funan Techo Canal (Phase 2), stated to be 151.60 km and crossing Kandal, Takeo, Kampot, and Kep provinces, with FUNAN TECHO COASTAL-INLAND WATERWAYS COMPANY LIMITED as the project owner. The meeting aimed to ensure adequate mitigation measures to prevent or reduce adverse impacts on physical and biological resources and socio-economic conditions, consistent with sustainable development principles and applicable legal instruments.
