Cambodia Digital Payment Infrastructure: CDC Integrates Partner Banks with cdcOSP for Investment Fee Collection

Background

The Council for the Development of Cambodia operates the cdcIPM system as the core online platform for investment project registration and application submissions. The cdcOSP platform functions as a one-stop payment gateway that connects government fees with multiple digital banking channels including QR payments, mobile banking apps, and international card networks.

On 17 August 2026 the CDC announced the composition of a focal-point working group to coordinate public service fee collection through partner banks that have completed integration with the cdcOSP platform. The working group announcement follows prior collaboration dating to an initial meeting on 15 December 2025 and aligns the CDC’s investment application workflow with integrated digital payment channels.

Key Developments

H.E. Heang Sotheayuth, Deputy Secretary General of the CDC General Secretariat, chaired two sessions on 17 August 2026 to announce the focal-point working group. The first session (09:00) involved a delegation from Foreign Trade Bank of Cambodia (FTB) led by Mr. Nuo Sotheara; the second session (14:00) involved a delegation from Wing led by Mr. Seng Piseth. Representatives from the Cambodian Investment Board (CIB), the Department of Finance, the Department of Digital Technology and Publicity, and ACLEDA Bank Plc. also participated.

CDC stated that the partner banks’ digital platforms have completed technical integration with the cdcOSP system and have been approved to participate in collecting CDC public service fees. The announcement reiterated that the cdcIPM system, launched in November 2024, is connected to cdcOSP to streamline payment and application-tracking for investors.

Operational Implications

Partner-bank integration with cdcOSP allows public service fees associated with investment applications to be collected through multiple digital channels, including QR code payments, mobile banking, and international card schemes such as Visa and MasterCard. The focal-point working group is designated to coordinate inter-institutional steps required to deploy and operate those payment channels within the CDC’s investment workflow.

For investors, the integration is intended to provide faster and more diverse digital payment options and clearer tracking of application status via the linked cdcIPM–cdcOSP environment. Relevant CDC departments and partner banks will maintain operational coordination through the focal-point mechanism announced on 17 August 2026.
