Background
The Council for the Development of Cambodia (CDC) hosted Luxembourg Embassy and LuxDev representatives on 10 August 2026 to advance bilateral programming toward a multiyear cooperation arrangement. An Indicative Cooperation Programme (ICP) is a multiyear framework that outlines planned cooperation priorities and programming between two governments and their development agencies.
Preparation work focused on finalizing the draft ICP and on the early stages of project formulation in targeted sectors. The ICP negotiated between the Royal Government of Cambodia and the Government of the Grand Duchy of Luxembourg is scheduled to cover 2027–2033 and identifies health and technical and vocational education and training (TVET) among its priority sectors.

On 10 August 2026, H.E. Chhieng Yanara, Senior Minister and Second Vice-Chairman of the CDC, met with Mr. Thomas Lammar, Chargé d’Affaires of the Luxembourg Embassy in Vientiane, and Ms. Cynthia Rutare, Country Manager of LuxDev in Cambodia. The discussion reviewed the final draft Indicative Cooperation Programme and exchanged views on project formulation progress in health and TVET.
Officials also outlined next steps for drafting and sequencing projects intended to support implementation once the ICP is finalized and signed.
Policy Context
The ICP serves as the bilateral programming instrument that frames Luxembourg’s planned cooperation with Cambodia over a defined multi-year period. The governments plan to sign the ICP in connection with the Francophonie Summit scheduled for November 2026.
Framing cooperation through an ICP sets sector-level priorities and guides subsequent project design and donor coordination between the two governments and implementing agencies.
Institutional Role
The CDC acted as the Cambodian anchor for the dialogue, coordinating inter-agency inputs required for the ICP draft and project formulation. LuxDev, represented by its country manager, functions as Luxembourg’s development cooperation agency in Cambodia and participates in programming and project preparation activities in partnership with the Royal Government of Cambodia.
