Cambodia Investment Approval: CDC Reviews Qualified Investment Projects Through Single Window Process

Background

Cambodia’s investment approval system is administered through the Council for the Development of Cambodia (CDC), which reviews applications for Qualified Investment Project status and coordinates with relevant ministries and subnational authorities. A single-window review process is used to consolidate inter-agency consultation for investment registration, allowing project proposals to be examined across regulatory, technical, and location-specific requirements.

Qualified Investment Projects are a core mechanism in Cambodia’s investment governance framework because they determine whether a project can proceed under the formal investment registration process and access incentives available under the country’s investment regime. The CDC’s Investment Committee serves as a central screening body for projects across sectors including manufacturing, agriculture, agro-industry, and infrastructure. Multi-sector project review is an administrative function that links investment promotion with land use, utilities, industrial activity, and provincial implementation.

On 21 April 2026, the CDC’s Investment Committee held its fourth single-window meeting of 2026 to review seven proposals for Qualified Investment Project registration and one request to expand an existing production line. Representatives from relevant ministries, institutions, and capital-provincial administrations participated in the review.

Key Developments

The eight projects under review had a combined proposed investment value of about US$490 million and were expected to create around 2,000 jobs. According to the CDC, the portfolio included four industrial projects, two agriculture and agro-industry projects, and two infrastructure projects.

The industrial proposals covered the production, assembly, and installation of household electrical equipment; manufacture of inflatable mattresses, inflatable sofas, swimming floats, swimming pools, inflatable boats, plastic bags, sports equipment, and toys; yarn production and dyeing; and an expansion of production activities to add garment washing to an existing garment sewing and embroidery operation at the same site.

The agriculture and agro-industry proposals included a cassava processing plant and a livestock breeding and raising farm. The infrastructure proposals involved development of a 150-megawatt wind power generation station and a 350-megawatt solar power generation station.

Institutional Role

The CDC is Cambodia’s principal investment promotion and coordination body. Within that framework, the Investment Committee examines project applications that require cross-ministerial review before registration decisions are made.

The single-window meeting format is designed to bring together line ministries and local administrations in one administrative channel. This process supports faster review of project documentation while preserving the role of sector authorities in examining technical and legal conditions relevant to each proposed investment.

Operational Implications

The projects reviewed in this round were located in Phnom Penh and the provinces of Takeo, Kampong Speu, Pursat, Kampong Cham, Kampong Thom, and Mondulkiri. Their geographic spread indicates that investment screening under the CDC framework is not limited to the capital and includes industrial, agricultural, and energy proposals in multiple provincial jurisdictions.

For businesses and investors, the review highlights the importance of aligning project applications with sector-specific requirements and expansion plans before submission through the CDC process. Projects involving manufacturing diversification, agro-processing, and power generation typically require coordination beyond investment registration, including engagement with relevant technical authorities and local administrations.
